I'm Zhang Zhao in Beijing. 1 STORY: XI VISITS SHAXIAN DURING E CHINA INSPECTION TOUR VO Xi Jinping, general secretary of the Communist Party of China Central Committee, visited Shaxian District of Sanming City on Tuesday during an inspection tour of east China's Fujian Province. Xi Jinping paid a visit to Shaxian General Hospital, Yubang Village of Xiamao Township, and the Shaxian rural property rights transaction center to learn about the reform of local medical and healthcare system, rural vitalization, and the reform of forest rights system. ***** When visiting a hospital, Xi Jinping said that health is the most important indicator of people's happiness. Noting the continuous progress in public health since the founding of the People's Republic of China in 1949, Xi Jinping said China is now on a par with some developed countries in terms of average life expectancy. But he pointed out that the development of medical services remains uneven between regions. Xi Jinping said during the 14th Five-Year Plan period (2021-2025), efforts should be made to put people and their lives first, continue to deepen the reform of the medical and health system, increase medical resources and optimize their distribution, so that people don't have to travel far to have their illness treated. When visiting a rural property rights transaction center, Xi Jinping has stressed respect for people's pioneering spirit in reforms. For major reforms, trials should be conducted first to gain experience before such reforms are promoted. 2 STORY: CHINESE, RUSSIAN FMS HOLD TALKS PKG INTRO Chinese State Councilor and Foreign Minister Wang Yi held talks on Tuesday with Russian Foreign Minister Sergei Lavrov, with the two sides reaching strategic consensus. The talks were held in the city of Guilin, in south China's Guangxi Zhuang Autonomous Region. PKG Wang said no matter how the international situation changes, the comprehensive strategic coordination between the two countries will only strengthen and expand, rather than weakening or shrinking. The two sides agreed that strategic guidance by the two heads of state constitutes the political strength of bilateral ties, while jointly fighting the pandemic has further deepened the traditional friendship between the people of both countries. They also agreed that pragmatic cooperation has strongly boosted the two countries' economic and social development, and their international coordination has contributed stability and positive energy to the world. Wang said the two sides should strengthen strategic coordination, firmly fight back against false information regarding China and Russia, beef up cooperation on information security, support each other in maintaining the security of their own governments and systems, and safeguard their legitimate rights and common interests, as well as maintaining stability in the areas around the two countries. Lavrov said the friendship between the two countries is very solid with higher quality. After the talks, the two foreign ministers signed several bilateral-cooperation deals as well as a joint statement on global governance, calling on the international community to put aside their differences, build consensus, strengthen coordination and safeguard world peace and geo-strategic stability. 3 STORY: SPOKESPERSON: CHINA PURSUES INDEPENDENT DIPLOMACY WITH MUTUAL RESPECT, BENEFITS PKG INTRO A Chinese foreign ministry spokesperson has said that China is pursuing an independent foreign policy of peace, adhering to a new type of international relations featuring non-conflict, non-confrontation, mutual respect and win-win cooperation. PKG Foreign Ministry spokesperson Hua Chunying made the remarks in response to a query on whether China will establish alliances against Western democracies. Hua said that China has adopted a new type of international relations and views all countries, big or small, strong or weak, as equal members of the international community, a position which is essentially different from diplomacy in the United States, the United Kingdom, Canada and the European Union. She said that China has always opposed "small cliques," zero-sum-game thinking and the Cold War mentality. The spokesperson said that the world is full of possibilities, allowing countries with different systems, histories and cultures to coexist peacefully, and win-win results can be achieved through mutually beneficial cooperation. 4 STORY: CHINA REBUKES U.S., CANADA, BRITAIN, EU OVER XINJIANG-RELATED SANCTIONS INTRO China has strongly condemned the sanctions imposed by the United States, Canada, Britain and the European Union (EU) on Chinese individuals and entities over Xinjiang-related issues, warning "they will have to pay a price for their ignorance and arrogance." PKG Chinese Foreign Ministry spokesperson Hua Chunying said on Tuesday that the sanctions were based on nothing but lies and false information under the pretext of so-called human rights issues. Hua said that the Chinese Foreign Ministry has summoned the EU and British ambassadors to China respectively to lodge solemn representations. China has also lodged solemn representations with the United States and Canada. China on Monday announced sanctions against 10 individuals and four entities on the EU side. At a press briefing on Tuesday, Hua said people of all ethnic groups in Xinjiang, including the Uyghurs, enjoy each and every constitutional and lawful right, as well as stability, security, development and progress, which is "one of the most successful human rights stories." Such a practice only proves that they care about neither human rights nor the truth. Such politicians are unwilling to see China's success and development, so they interfere in China's internal affairs under the pretext of human rights and use various excuses to contain China's development. Their slanderous actions harm the reputation and dignity of the Chinese people, flagrantly interfere in China's internal affairs, and seriously violate China's sovereignty and security interests." Hua said, these self-styled "judges" of human rights are keen to lecture others, but they have an ignoble record on human rights. They are not in the position to criticize China, much less to shift blames to China for what they have committed. The report reviewed the progress, problems and development trends of the LMC since 2019. PKG The report said since 2019, cooperation between the six countries has blossomed in areas including connectivity, industrial capacity, cross-border economy, water resources, agriculture and poverty reduction. According to the report, cooperation has now extended to new fields such as the digital economy, environmental protection, health and customs, while small and medium-sized projects in Mekong countries have increased in number and focused more on technology, hygiene and other livelihood-related areas.
